Small states leverage allies' strategic dependence
Iceland could not win militarily, so it converted its Cold War geography into bargaining power. It threatened to leave NATO or close the US base at Keflavík unless its allies restrained Britain. A weak party beats a stronger one when a third party values the weak party's cooperation more than it values the strong party's grievance.
