1. Finance minister spared, then jailed by Doe

   Sirleaf was finance minister when Samuel Doe's 1980 coup killed President Tolbert, and thirteen of her fellow cabinet members were publicly executed on a Monrovia beach while she was spared. In 1985 she publicly criticized Doe's regime, was convicted of sedition and sentenced to ten years, was released under international pressure, and was jailed again after that year's rigged election and a failed countercoup. The episode shows how technocratic office in a fragile state offers no protection once armed power changes hands, and how survival there can depend on outside attention.

2. Voters elect warlords to buy peace

   In Liberia's 1997 election, voters gave Charles Taylor a landslide over Sirleaf under the chant 'He killed my ma, he killed my pa, I'll vote for him.' They reasoned that the man most able to restart the war was the only one who could guarantee it stayed stopped. Where violence is the main alternative, an election works as a ransom payment to the strongest armed actor rather than a verdict on competence or record.

3. Sequencing debt relief through restored credibility

   Liberia inherited external debt of roughly $4.9 billion, several times its GDP, and faced creditors, including litigating commercial holders, who did not trust its books. Sirleaf's government therefore first imposed a cash-based budget that spent only revenue already collected. Relief was obtained by demonstrating fiscal discipline before asking, not by pleading hardship.

4. Ceding sovereignty to borrow credibility

   Sirleaf accepted GEMAP, which placed international experts with co-signing authority inside Liberia's revenue-generating agencies. She treated this intrusion as a temporary loan of trustworthiness rather than a humiliation. Viewed this way, a new government with no track record can shorten the time it takes to be believed by accepting external controls that make theft visibly difficult.
