Natural disasters built on human-altered terrain
Sparks from locomotives and logging had burned off the timber on the slopes above Wellington, removing the trees that would otherwise have anchored the snowpack. The avalanche looked like an act of nature, but the railroad's own operations had prepared the ground for it. Looking at a disaster this way shifts attention from the triggering event to the earlier human changes that made the site vulnerable.
