In a Sicilian town, building contractor Salvatore Colasberna is shot at dawn while boarding a bus after refusing to pay into a Mafia-controlled cartel for public works contracts. Captain Bellodi, a former partisan from Parma, uses a faked confession to break the killer Diego Marchica, but while Bellodi is on leave, fabricated alibis and pressure from Rome dissolve the case and every suspect goes free.
The boss sorts humanity into men, half-men, pipsqueaks, arse-lickers and quacks (quaquaraquà), and says real men are almost extinct.
