1. San Francisco's 1900 Chinatown plague denial

   In March 1900 Wong Chut King, a Chinese lumber dealer, was found dead in the basement of the Globe Hotel in Chinatown, and federal quarantine officer Joseph Kinyoun's lab tests confirmed bubonic plague. California Governor Henry Gage, business leaders, and the press denied the disease existed, attacked Kinyoun as a fraud, and slowed the response. A 1901 federal commission confirmed plague, and the outbreak ran until 1904 with more than a hundred deaths.

2. Commercial interest drives official epidemic denial

   When admitting an outbreak threatens trade, through quarantines, embargoes, or lost tourism, officials whose power rests on commerce will attack the diagnosis and discredit the messenger. That denial lets the pathogen spread longer and costs more in lives and money than early acknowledgment would have. Scientific authority alone cannot overcome this when the economic stakes are concentrated and the victims are politically marginal.

3. Quarantining people instead of the vector

   Authorities cordoned Chinatown with rope and wire and tried to force the experimental Haffkine vaccine on Chinese residents alone. That treated an ethnic group as the source of the disease when the real carriers were rats and fleas, which ignore racial boundaries. A federal court struck the cordon down in Jew Ho v. Williamson (1900) as racially discriminatory. When a disease response maps onto an existing prejudice, it is usually tracking the prejudice, not the pathogen.

4. Rupert Blue's rat-focused, cooperative plague campaign

   He shifted the campaign from coercing Chinese residents to killing rats, rat-proofing buildings, and cleaning up sanitation. He also worked with Chinese community leaders rather than against them. The approach, applied citywide again after the 1906 earthquake set off a second outbreak, ended plague in the city. Accurate targeting of the transmission mechanism, paired with the trust of the affected community, succeeded where force had failed.
