1. The Returning Native as Double Outsider

   A writer born in a country but formed abroad sees it with two sets of eyes at once. He has enough inherited familiarity to catch nuance and enough acquired distance to notice what locals treat as normal. This dual position lets reportage record the ordinary texture of a society, such as its bureaucracy, rituals, and poverty, as something that needs explaining rather than something taken for granted.

2. Target-Driven Family Planning and Incentive Camps

   Indian birth-control drives set numerical quotas and offered cash or goods to people who accepted sterilization or IUDs. Officials under pressure to hit targets often recruited people who did not really understand the procedure or who were poor enough to accept it for the payment. The reported numbers could look like progress while the underlying fertility behavior barely changed.
