1. Officials pass the elephant to another jurisdiction

   When the elephant becomes airborne, the mayor treats it as a question of jurisdiction and redirects it to the aviation authorities. The joke is that an impossible problem is met with an ordinary official reflex: deciding whose department it belongs to rather than dealing with it.

2. Literal escalation as the engine of nonsense

   Each practical fix, such as feeding him, moving him, or getting him down from a tree, is carried out with deadpan literalness and produces a larger, stranger problem, so the plot advances by chain reaction. Treating an impossible premise with strict everyday logic produces comedy and a child's-eye critique of adult seriousness.
