The policeman is embedded, not external
The officer investigating the violence operates inside the same web of corruption he is meant to police. As a result, investigating the crime does not restore order. It shows that the institution of law enforcement is one of the forces producing the disorder, and justice becomes contingent on individual compromise rather than procedure.
