For the 1977 Second World Black and African Festival of Arts and Culture (FESTAC) in Lagos, Nigeria chose as its emblem the 16th-century ivory pendant mask of Queen Idia. British soldiers had looted the mask from Benin City in 1897. Nigeria asked the British Museum to lend it, and the museum refused, citing the object's fragility. Nigeria then used a replica as the festival's symbol, so the event's emblem was a copy of an original held in London.
African intellectuals and newly independent states made explicit, public demands for the return of colonial-era objects from the mid-1960s onward. These included press campaigns, Mobutu's 1973 UN speech and the resulting General Assembly resolution, and UNESCO Director-General Amadou-Mahtar M'Bow's 1978 appeal. The debate revived around 2017 is therefore a second round. Treating it as new erases a documented record of African agency and of European refusal.
In the 1970s, West German and other European museum officials coordinated their responses to restitution demands. They replaced the word 'restitution', which implies wrongdoing, with the neutral 'return' or 'cultural exchange'. They cited legal title, conservation risks and the universal-museum ideal. They offered substitutes such as loans, training, or help building museums in Africa. Each move kept the underlying ownership question off the table while appearing cooperative.
Reading internal ministry and museum files alongside public statements shows the gap between them. Institutions projected openness in public while agreeing among themselves, in confidential correspondence, to concede nothing. Because those files stayed unread and the public episodes faded, each new generation met the question as if for the first time. That amnesia worked to the advantage of the institutions holding the objects.
