Political ideologies and statements contain a formal meaning (their literal content about supernatural or future ideals) and a real meaning (their actual effect on power relations in the present). To analyze politics scientifically, ignore the formal claims and trace which group's power the statement actually serves.
In all societies of any size, a small organized minority always rules the unorganized majority, regardless of whether the regime calls itself democratic, aristocratic, or popular. The real political question is never whether an elite rules but which elite rules and how it is recruited and constrained.
Ruling classes are continuously replenished or replaced as capable individuals rise and decadent ones fall, and the rate of this circulation determines a regime's stability. When the elite closes itself off and blocks talented newcomers from entering, pressure builds until the elite is overthrown by force.
Elites govern through two instincts: the foxes who rule by cunning, fraud, and manipulation of consent, and the lions who rule by force and conservative stability. A regime decays when it becomes dominated by one type, and renews itself when the suppressed type breaks back in.
Liberty exists not because of good intentions or noble doctrines but only when one organized power is checked by another organized power capable of resisting it. The chief safeguard of freedom is therefore an opposition that can effectively oppose, since unchecked rule of any kind extinguishes liberty.
Every ruling class justifies its power through a 'political formula' — a shared belief such as divine right, the will of the people, or historical destiny — that the masses accept as legitimate. The formula need not be true; its function is to bind society together and make obedience feel moral rather than coerced.
