An institution or capability can be the cause of its own existence: the future organization reaches back to create the very conditions, knowledge, and founding act that brought it into being. Without deliberately closing this loop, the entity would never have come to exist at all, making the loop both self-creating and self-sustaining.
That separation lets them treat billions of lives as calculation, and it lets their bureaucracy quietly put its own continuity and comfort ahead of humanity's long-term good. Look at who designs a protective system and ask whether they bear its costs, because detachment presented as objectivity can hide the system's own drift.
In the book's example, a Technician moves a container from one shelf to another, and that act cascades into a changed future. Small, precisely placed interventions in a complex system can yield outsized, targeted effects, and the people who make them see only the tiny act rather than the lives it rewrites.
Because it prunes every high-variance path, it also prunes the rare paths that lead to expansion and achievement, so the species stays stuck on Earth and eventually dies out. The book argues that a civilization protected from all catastrophe also loses the adversity and risk-taking that produce its greatest achievements.
Andrew Harlan, a Technician in Eternity, falls in love with Noÿs Lambent, a woman from the 482nd Century, and illegally hides her in the far future to save her from a Reality Change. To protect her, he threatens to sabotage Eternity's founding loop, in which he must send Brinsley Sheridan Cooper back to the 24th Century to invent the Temporal Field. Noÿs turns out to be an agent from the Hidden Centuries sent to destroy Eternity, and in the end she and Harlan choose to break the loop, ending Eternity and returning humanity to an uncorrected history.
