Intelligence operates as a cyclical process: planning and direction, collection, processing, production, and dissemination, with each output feeding back into new requirements. The cycle is not strictly sequential — phases overlap and run simultaneously, and feedback at any stage can redirect collection before the loop completes.
Intelligence is fundamentally an estimate about an adaptive adversary, not a statement of verified fact, and must explicitly carry its degree of uncertainty. Presenting probabilistic judgment as certainty corrupts decisions, so analysts must communicate confidence levels and the assumptions underlying each conclusion.
Intelligence efforts are wasted unless tied to the specific decisions a commander must make, so the commander must personally direct priorities rather than delegate them entirely. Intelligence that answers interesting questions instead of decision-relevant ones consumes scarce collection assets while leaving the actual choice unsupported.
